What is the Bar Harbor Destination Management Plan?

The Bar Harbor Destination Management Plan is a public project geared towards harnessing the potential opportunities for Bar Harbor as an economically vibrant, attractive cruise-tourism destination.  Bar Harbor boasts a beautiful scenic landscape and a proud cultural heritage - providing a firm tourism and economic base from which to grow and expand in order to benefit community residents and business-owners alike, as well as all those eager to experience what Bar Harbor has to offer.

 

How does this plan coincide with the Town of Bar Harbor's Comprehensive Plan?

The Town of Bar Harbor is close to completion on a final draft of their Comprehensive Plan.  This document will go to a Town Meeting vote in June of 2007.  Drafts of policies and inventories can be found on the Planning Department’s website.

To ensure that the Destination Management Plan takes these important considerations into account, Anne Krieg Bar Harbor's Planning Director is also serving on the Steering Committee for the Destination Management Plan.

What does the Destination Management plan entail?

The plan will provide an analysis of Bar Harbor’s existing cruise industry conditions and growth potential, together with suitable guidelines and recommendations for future cruise tourism planning and development, in concurrence with stakeholder input aimed at promoting citywide and regional sustainability.  Goals of the plan include:

On-Site Conditions and Local Traffic-Activity Analysis Related to Cruise Operations

  • Specific information for data collection includes marine infrastructure and supporting facilities; roadway, parking, and related transportation features; vehicular and pedestrian traffic congestion issues; downtown retail and entertainment activity; general urban contextual issues and their intrinsic relationships to the project site(s).

Regional Cruise Industry Market Study

  • A Cruise Market Analysis will be conducted in order to present an indication of the present direction of the industry overall and anticipated growth patterns, as it relates to the town of Bar Harbor.

Cruise Operations Assessment and Strategic Recommendations

  • Based on cruise line feedback, stakeholder input and overall data collection, the plan aims to define the strengths and weaknesses related to the present and anticipated future cruise operations for the town of Bar Harbor and to provide guidance to ensure future operational integrity.

Environmental Review

  • Identify current ICCL, State of Maine, U.S. Coast Guard, and other environmental regulations related to Bar Harbor cruise operations.

Economic Benefits and Cruise Satisfaction Benchmarking

  • Provide tools to identify potential economic and social benefits to the community, with specific emphasis on citizen and cruise visitor satisfaction.

Who does the project concern?

The project hopes to involve any and all parties with vested interests in the healthy development of Bar Harbor – inclusive of residents, business-owners, and community and cruise industry stakeholders.

What is the estimated duration of the plan?

The various phases of the plan will be conducted over the next 6 months.  Feedback is welcomed at all stages.

Mark Ittel, B & A Miami presented a power point to the Town of Bar Harbor and steering committee members.

Stakeholder Interviews

Mr. Ittel and Ms. Aho interviewed nearly 40 community/local stakeholders in an effort to collect personal and professional opinions regarding the current cruise industry business in Bar Harbor and individual desired results and outcome of the process.

Current Tender Landing Facility and International Ferry Terminal Facility Tour

Mr. Ittel, Brian Nutter and Patricia Aho toured the Harbor Place Tender Landing property, the CAT International Ferry Terminal Facility and viewed the tour bus and ground operations queuing area.

Meeting Notices / Minutes 

Below is a brief outline of the intended time frame for project completion. Due to the seasonality of the town's tourism business and high rate of local stakeholders being absent during the off-season, the project steering committee has been asked to delay the public outreach process until the spring of 2007 to ensure maximum attendance by local stakeholders at future meetings.
